In July 2025, a first version of the housing system was introduced and has been continuously expanded since then.

Each [[How-to-join|island]] features predefined property spots around the island that can be purchased. Properties offer benefits such as additional storage space or custom spawn points. However, they also incur ongoing costs in the form of monthly taxes that must be paid.

There are several laws in effect on the islands. Below, you will find information on each law that has been passed and approved by the Government of Elan.

It is important to note that these laws are authorized by the Government of Elan. Police officers, regardless of rank, are not able to alter the fine amounts or prison sentence durations. These are automatically calculated by the government and Prison Custody officers.

Note: Special ordinances are considered sub-laws or rules established for the purpose of ensuring clarity for all. These ordinances support the main laws by providing detailed guidance and protocols to be followed.

==State Prison==
Aside from the charge of murder, citizens '''shall not be incarcerated at the State Prison without first being offered the opportunity to settle their fines.''' However, this right may be withdrawn under specific circumstances:

#if revoked by a Police Captain or higher ranking official,
#or if the individual has committed the crime on multiple occasions (at least three times) or poses a credible threat of reoffending, in which case a Police Sergeant or higher may revoke their right to pay a fine in lieu of incarceration.

Important to note that in cases where the accused crime is '''murder''', the citizen will be incarcerated '''without the option to pay bond,''' underscoring the gravity of this offense.

Upon arrival at the State Prison, an officer is required to remind the offender of the charges against them, inform them of the duration of their incarceration (determined at and by the Prison Custody Office), and may decide to notify them that all personal items will be confiscated. Offenders will be issued State Prison overalls and prison slippers, which they are to wear for the duration of their sentence. To inquire about the remaining time of their sentence, inmates can speak to the prison staff member who is always present in the yard.

Upon the completion of your prison sentence, you will be permitted to leave the official grounds of the State Prison. Please note that the State Prison does not provide a taxi service.

A player may shoot players if,

Players are prohibited from engaging in vehicle deathmatching (VDM). VDM is defined as the intentional use of a vehicle to kill a player.

As a general principle, the general rules always apply. In special cases, general rules may be overridden by specific provisions, provided this is explicitly stated in the relevant regulations.

== General ==

=== Dont be a dick! ===
Treat others as you want to be treated!

* A player cannot be forced to withdraw money from the bank,
* park vehicles of any kind from the garage,
* provide the inventory of these,
* pass on their code in order to protect his own life.
* Any insults that are not related to the game character are prohibited.

=== Value of Life ===
Life is the highest good.

* Every player should be aware that he has to protect life under all circumstances.

* Life shall not be endangered or sacrificed for material things without justification.

=== Roleplay ===
As soon as you enter one of the [[How-to-join|servers]], you slip into the role you have created and appropriate language must be used. Words that refer to things outside the role-playing game are not to be used (examples: server, admin, ban).

=== RDM ===
A player may shoot players if,

* he was shot directly,
* this player does not fulfill a request within reasonable time,
* a motive has been created after extended role-playing (Extensive Roleplay is defined by a continuous, long-term roleplay thread).

=== VDM ===
Players are prohibited from engaging in vehicle deathmatching (VDM). VDM is defined as the intentional use of a vehicle to kill a player.

=== New Life ===
As soon as a player is killed by another player, the killed player must not provoke any contact with the Murderer for 15 minutes and is forbidden to again participate in the situation.

=== Metagaming ===
Using external media to gain an advantage in the game is prohibited.

* The usage of multi accounts is strictly prohibited and will get you banned.
* We just allow one account per console / PC. Using multiple accounts on the same device is therefore not allowed.

* It is forbidden to evade a roleplay situation by leaving the server.
* Exploiting bugs and cheating will result in a ban.
* Trading in-game money, items, etc. for real money will result in a ban.

=== Sidechat ===
Always be respectful towards other participants in the side chat. Avoid offensive, defamatory, or provocative statements (No religious and political topics).

== Group Spots ==
Those rules are only apply to fights for [[Group Spots|group spots]] like the Smugglers Village.

Only members of the attacking or defending [[Groups|group]] are allowed to participate at a event.

You are only allowed to participate at a event once, if you die you are not allowed to come back to the same event again.

The participating groups are allowed to shoot their opponents without interaction. Lingering at the edge of the zone can be considered as participants too and may be treated as such.

After the event has come to an end all fighting has to be stopped immediately.

== Group conflicts ==
These rules only apply towards participants of the gang [[Group conflicts|conflict]] and only as long as the gang conflict is running.

* For group conflicts the RDM rule ceases to apply towards the opponent party.

* Dying due to a Gang Conflict does not trigger the new life rule.
* Gaining informations regarding the conflict via external media is allowed.
* Bystanders are not allowed to be harmded as a result of the conflict.
* Each participant has to be logged in as a civilian.

To bind the Smartphone on your Xbox, please follow this guide:

* You enter your inventory screen
* Press Y on the item you want to quick slot
* You then press Y again on the bar on the bottom of the inventory screen (where your map is)
* To access your phone, you hold the button that looks like 2 windows, you then use the Left Stick to hover your phone and release the stick when your hovered over it.
